Update methods regarding the resource creation and the resource update at vo level.
In version 1.3 an error is given only if the update/create operation fails in the current VO.
When a resource operation is performed, the new resource scopes are synchronized with the more recent one (matching the same id) found at vo level in the whole infrastructure.
