This PR changes the behaviour of the utility responsible to merge the result records. The policy for selecting the result from a delegated authority is now triggered only when explicitly stated by the @checkDelegatedAuthority@ flag and not also implied by the record types being different.

The change is also supported by a test that verifies the merging of the impact indicators.
