Extract Information from Transformative Agreement #371

This PR extracts relation between results and the IRel funder from the OpenAPC Transformative Agreement file.
The relations are created between the IReL unidentified project and the result. For the result the doi is given and the identifier in the relation for the result is created blindly (assuming the result exists in the graph)

It also creates results adding the information on the transformative agreement name and the country of the organization that receives the APC payment

We need to include a call to the code to extract mapping between organization name and ROR ids to be used to add the set of relations in the actionset that relates to the affiliation linking

I have added here the action set creation for the inferred affiliations from the OpenAPC data.

Note that the parameter openapcInputPath pointingn to /data/bip-affiliations/openapc-data.json needs to be added to the profiles that execute this WF.
