This PR is to include the code for the implementation of the advanced constraints during the bulk tagging.
The release contains also a change in the code producing the tart archive for the dumps. Added on option to rename the part files in each tar in case there is the need to change .txt.gz into .json.gz

9a9cc6a1dd changed the way the tar archive is build to support renaming in case we need to change .tt.gz into .json.gz
