This is to mirror the requirements in https://issue.openaire.research-infrastructures.eu/issues/5926#change-45564 where the classification level should have labels matching the short title when present as well as the programme description. If the short title is not present then the title will be used instead.
The classification variable remains unchanged: concatenation of the english programme title for each level in the hierarchy
